Changes in contracting Incident Reserve and Regulating Power

Week- and Daycontracts Incident Reserve and Regulating Power

On January 2nd , 2020 the Dutch regulator (Autoriteit Consument & Markt) has informed the market regarding the decision (link)  to approve TenneT's request to postpone the startdate of daily tenders for Incident Reserve (mFRRda) and Regulating Power (aFRR). The regulator has approved TenneT's proposal for postponement of daily tenders  until September 1st 2020.

In the "Staatscourant" number 28764 d.d. May 28th, 2020 (publication date May 29th, 2020, link) a revision of the Netcode has been published, which includes changes on the maximum  contract period for aFRR and mFRRda. From June 1st, 2020 the maximum contract period is one week, and from September 1st, 2020 the maximum contract period is one day.

Weekly contracts for aFRR and mFRRda will be closed every Wednesday, in the week before the delivery week.

From September 1st , daily contacts will be closed on the day before the delivery day, including weekends and holidays. Balancing Service Providers (BSPs) can send their offers using either the APFAS webportal or the B2B connection with TenneT.

Offers Symmetrical aFRR

As of January 1st, 2021 the exemption for the procurement of asymmetrical FRR expires, for that reason it will no longer be possible to combine upward and downward offers into a symmetrical offer. Therefore from delivery day January 1st 2021, all offers for aFRR and mFRRda need to be offered separately for upward- and downward regulation.
