Invitation for the market consultation regarding the supply of a black-start facility in the south of the Netherlands

TenneT has been appointed grid operator of the national high voltage grid. As such, TenneT is tasked among other activities with coordinating the restoration of the electric power supply in the event of a black out. For this task TenneT has need of facilities (“Black-start facilities") that are able to restore power to a grid that is down in the event that (a large part of) the national high voltage grid is without power, with the aim of placing TenneT in a position to coordinate the further restoration of the electric power supply from here onwards and to allow other production units to start up.

TenneT is looking for potential suppliers of a Black-start facility in the south of the Netherlands (provinces Zuid-Holland, Zeeland, Noord-Brabant and Limburg) from 2018 onwards. TenneT has the intention to reach agreement with a supplier for the supply of the black-start facility for a period between 10 and 15 years. Prior to starting the tender procedure, TenneT wants to consult potential suppliers to discuss the possibilities and the interest of suppliers (market consultation).

The minimum requirements for the black-start facility are specified in the product-information as published on the website of TenneT (available in Dutch only).

It is possible that the market consultation will lead to a change of the product information.

TenneT hereby invites potential suppliers who could meet the above-mentioned requirements to contact Mr. Martijn Ophuis and/or Mr. Wytse van der Kolk, at TenderEenV(at)tennet.eu, no later than the 9th of September 2015.

Interested suppliers will be invited for an explorative meeting in September or October 2015. Potential suppliers that are not participating in the market consultation will not be excluded from the tender procedure.
