Conventional power plant connection

The procedure for the connection of conventional power plants is handled by TenneT in accordance with the Ordinance on the Network Connection of Power Plants of 26 June 2007. Here you will find a presentation of the procedure, the information or documents necessary for reviewing the network connection request, sample contracts as well as the publications with respect to KraftNAV.

Process for a power plant connection

The grid connection process includes the following important points:

1. Qualified network connection request


Parties interested in a connection should apply to TenneT in writing for the connection of a new power production plant. For this purpose, the party interested in a connection must submit a qualified network connection request, which, besides the application, must contain at least the following data for checking the enquiry (see download "Document list").

2. Checking the connection request


On receipt of the application, together with the required data, TenneT will carry out the checks that are required before a connection can be authorised, based on the terms of the KraftNAV Ordinance. A verification fee to the amount of € 18,000 will be charged for standard enquiries. The investigation of network technology aspects can generally be completed in three months. Provided that the verification yields a positive result, authorisation for a connection will then be granted.

3. Connection authorisation


On receipt of the application, together with the required data, TenneT will carry out the checking that is required before a connection can be authorised, based on the terms of the KraftNAV Ordinance. A verification fee to the amount of € 18,000 will be charged for standard enquiries. The investigation of network technology aspects can generally be completed in three months. Provided that the verification yields a positive result, authorisation for a connection will then be granted. When a connection has been authorised, the party applying for a connection will be given authorisation to reserve the requested network connection output at the network connection point that is most suitable in technological terms. The connection authorisation becomes effective when the party applying for a connection pays the reservation fee stipulated by the KraftNAV Ordinance (1000 € per MW of network connection output) within one month of the authorisation being granted. At the request of the customer, TenneT will carry out, in parallel to the subsequent phases of the process, calculations based on the customer-specific load, network and power production scenarios, with a view to determining the capacity utilisation of the network and any possible restrictions on the transmission capacity of the network. In this way, the recipient of a connection can undertake assessments of possible restrictions on power production independently.

4. Concluding a network connection contract


When the connection authorisation becomes effective, the next phase of the connection procedure as prescribed by the KraftNAV Ordinance will be launched. The network operator and party to be connected shall draw up a negotiation timetable, agreeing to a schedule for the preparation of the content (such as technical data) and for the conclusion of a network connection contract. The power plants of the network connection contract shall be specified. With the conclusion of the network connection contract, an implementation timetable shall be agreed, detailing the content, time sequence and responsibilities for the setting up of the power plant and realisation of the network connection. The network connection facilities will then be set up in the construction phase.

As needed and with a view to upgrading the network, TenneT will undertake in parallel those measures that are required in order that the energy supplied can be carried from the network connection point to the public grid. (See download: "Connection agreement)

5. Further contracts


Before commissioning the new power plant, a contract for use of the network must be concluded. (See download "Grid usage agreement).
